CONSTITUTION REFORM COMMISSION ENGAGED IN CONSTITUTION EDUCATION PROGRAMME 

The Constitution Reform Commission of Guyana, over the period 14th to 17th April, 2025, was involved in a programme of Constitution Education aimed at equipping members of the Commission with a better understanding of constitution provisions that can enhance the state/citizens relations and that can set the parameters to assist Government to act further in the public interest and for the public good.

The facilitators of the Constitution Education Programme were Dr. Elliott Bulmer and Professor Christine Murray, two very distinguished constitutional experts who were made available, to the Constitution Reform Commission of Guyana, by the Netherlands-based International Institute for Democracy and Electoral Assistance (International IDEA).

Dr. Elliott Bulmer is a constitutional expert specializing in democracy, constitutions, good governance and institutional reform. He currently serves as an independent consultant to the International Institute for Democracy and Electoral Assistance (International IDEA).

Dr. Bulmer’s main focus of interest is on constitutional development in
Commonwealth democracies including those in the Caribbean, South Asia and
the South Pacific.

Focusing on the Commonwealth Caribbean, since 2023, Dr. Bulmer has provided support to constitutional reform processes in Barbados, Belize, Jamaiaca, Saint Lucia, and Trinidad and Tobago. He has authored five books, including “Constitutional Reform in the Commonwealth Caribbean”, jointly published by UNDP and International Institute for Democracy and Electoral Assistance (International IDEA) in 2024 and “Westminster and the World Commonwealth and Comparative Insights for Constitutional Reform.”

Before joining International IDEA, Dr. Bulmer served as a Logistics Officer in the Royal Navy. He had also held the position of Research Director at the Constitutional Commission in Scotland and as a Lecturer in Politics where he taught a course in British and Scottish Constitutional Politics, at the University of Dundee.

Professor Christine Murray is a South African whose field of expertise is constitution making processes and constitution design. She is a Professor Emeritus of Human Rights and Constitutional Law at the University of Cape Town. Between 2014 and 2024, she served on the Mediation Support Standby Team of UN DPPA.

Before that, among other things, she was a member of the Panel of Experts advising South Africa Constitutional Assembly (1994-1996), a member of the Committee of Experts that prepared the 2010 Constitution of Kenya, and a member of the Committee of Commission of Fiji (2012). She has engaged with politicians and negotiating parties, mediators, and members of the civil society on matters relating to political and constitutional arrangements in Yemen, Egypt, Lesotho, Libya, Nepal, South Sudan, Somalia, Tunisia, Papua New Guinea, Myanmar and Zimbabwe, among others.

The members of the Constitution Reform Commission express their gratitude to International IDEA, Professor Christine Murray and Dr. Elliott Bulmer for their kind assistance and efforts to make the Constitution Education Programme a success.
